Cambiamento climatico, Marevivo ai partiti: “Serve politica integrata per il mare”
Il mare gioca un ruolo da protagonista nei cambiamenti climatici ed è sotto attacco ovunque. In Italia abbiamo 8.000 km di coste, 32 aree marine protette e un quinto del Mediterraneo ricade sotto la nostra giurisdizione. Eppure oggi non esiste una cabina di regia che raggruppi tutte le istanze – dalla pesca al trasporto, dalla protezione alla fruizione – e che regoli tutti i temi legati al mare.
La salute del mare è il primo strumento di difesa per affrontare la grave emergenza climatica che stiamo vivendo. Negli ultimi 50 anni, il mare ha assorbito oltre il 90% del calore causato dai gas serra dovuti ad attività antropiche, aiutando così il processo di raffreddamento del pianeta (Rapporto IPCC), eppure è il grande assente nei programmi politici. Inoltre, dalla chiusura nel 1993 del Ministero della Marina Mercantile con la sua Consulta, le istanze legate al mare sono state divise in dieci ministeri ed è mancata una vera politica integrata per l’ecosistema marino.
Per questo, Marevivo ha scritto ai partiti e ai candidati alle prossime elezioni politiche, chiedendo di attuare una politica integrata per trovare le giuste soluzioni, che sappiano coniugare economia ed ecologia del mare, inserendo iniziative concrete nel nuovo programma legislativo e di Governo e prendendo posizioni precise, in linea con gli obiettivi di sostenibilità definiti dall’ONU. L’Associazione ambientalista, impegnata da quasi 40 anni nella salvaguardia e nella tutela dell’ambiente marino e delle sue risorse, richiede la costituzione di una vera e propria cabina di regia alla Presidenza del Consiglio dei Ministri che abbia un potere reale di intervento su tutte le politiche connesse con il mare, come già succede in Francia con il “segretariato del mare”.
“Gli obiettivi strategici e l’attività di Governo nel quinquennio 2023-2028 devono essere indirizzati all’emergenza climatica, a rafforzare le politiche ambientali, per rendere sempre più compatibile con l’ambiente l’economia nazionale, proteggendo la natura e salvaguardando la salute e la qualità della vita degli italiani. È quanto prevede la transizione ecologica, obiettivo prioritario delle politiche comunitarie che hanno portato all’erogazione del PNRR” scrive Marevivo.
Le azioni concrete, nello specifico, devono riguardare il contrasto al marine litter, il ripristino dei fondali e degli habitat marini vulnerabili, la tutela dei litorali sabbiosi, la pesca sostenibile, lo stop ai combustibili fossili, il potenziamento delle attività di educazione ambientale, rendere esecutive le leggi a favore della transizione ecologica, attribuire alle Aree Marine Protette uguale status giuridico dei parchi terrestri e valorizzare le isole minori. Sono urgenti i decreti attuativi della Legge Salvamare e della direttiva SUP e il decreto che dovrebbe disciplinare il funzionamento del Deposito su Cauzione per migliorare il riciclo di imballaggi per bevande.
