Turismo, arriva il Cir per le strutture ricettive. «Basta abusivismo»
Arriva il Cir, Codice identificativo regionale, delle attività ricettive e delle locazioni brevi a fini turistici. Lo introduce un decreto firmato dall’assessore regionale al Turismo Manlio Messina. Con questa misura la Regione Siciliana intende garantire un’offerta turistica trasparente sul territorio e contrastare forme irregolari di ospitalità. Il provvedimento è stato presentato stamane, al PalaRegione di Catania, dall’assessore Messina e dal presidente di Federalberghi Sicilia, Nico Torrisi.
«Con l’entrata in vigore del Cir anche in Sicilia – ha sottolineato l’assessore Messina – daremo un duro colpo all’abusivismo che sino ad oggi ha penalizzato chi fa turismo entro gli argini dell’onestà e della legalità. Era una misura di cui si parlava da almeno un decennio e noi l’abbiamo realizzata. Il Cir permetterà di avere finalmente un quadro completo dell’offerta ricettiva regionale e, infatti, contiamo su una emersione importante di realtà che non operano in piena trasparenza. Nel decreto che porta la mia firma, inoltre, sono previste sanzioni anche per i portali di agenzie di viaggio che daranno spazio a strutture sprovviste del codice e quindi per noi abusive».
Il provvedimento si rivolge a tutte le strutture ricettive (ex legge regionale 27/96) compresi gli agriturismo, gli alberghi diffusi, i condhotel e i marina resort, ma anche agli alloggi per uso turistico in affitto per brevi periodi (inferiori a 30 giorni), comprese le “case vacanza”.«Oggi – ha evidenziato il presidente Torrisi – è una giornata storica. Da molti anni, la Federalberghi Sicilia denuncia il fenomeno dell’abusivismo. Ringraziamo l’assessore Messina che ci ha dimostrato, con i fatti, non soltanto un dialogo che c’è sempre stato con le istituzioni, la concretezza di un provvedimento che consentirà finalmente di poter mettere delle regole chiare. Non si tratta di fare la guerra a chi non rispetta le regole, ma semplicemente avere la garanzia di migliori tutele per chi le rispetta».
Il Codice identificativo regionale (Cir) verrà attribuito dal sistema di gestione dei flussi turistici “Turist@t”, istituito con decreto assessoriale del 2014. Le strutture ricettive già esistenti dovranno fare richiesta del codice attraverso l’apposita sezione della piattaforma, quelle di nuova istituzione dovranno inviare a “Turist@t” la copia della Scia inviata al Comune e richiedere l’inserimento in anagrafica e il rilascio del codice. Per le “case vacanza” il procedimento è simile: sia quelle già esistenti sia le nuove dovranno registrarsi in “Turist@t”, chiedere l’inserimento in anagrafica e il rilascio del Cir.
Per i titolari scatta anche l’obbligo di comunicare giornalmente, entro 24 ore dall’arrivo o della partenza, tramite il sistema di gestione dei flussi turistici “Turist@t”, i dati relativi agli arrivi e alle presenze, a fini statistici.
Il decreto dispone anche in materia di promozione. I titolari delle strutture ricettive o degli alloggi in affitto, nonché chi esercita attività di intermediazione immobiliare o gestisce portali telematici o siti web, sono tenuti a pubblicare il codice Cir di ogni struttura negli annunci, nelle pubblicità e nelle prenotazioni. Il Cir dovrà essere ben visibile accanto alla denominazione. L’obbligo riguarda qualsiasi mezzo promozionale, anche le piattaforme ospitate da server che si trovano all’esterno dell’Unione europea.
I titolari delle strutture ricettive dovranno adempiere a quanto disposto dal decreto assessoriali entro 30 giorni dal rilascio del Cir da parte della Regione. Anche per inserire denominazione e Cir negli annunci e nelle promozioni su piattaforme on line e sui social media c’è un mese di tempo, a far data dalla pubblicazione del decreto in Gazzetta ufficiale della Regione. Chi non adempie rischia una sanzione da 500 a 5 mila euro.
